I have found that localities in the U.S. are very different when it comes to this kind of behavior. It is part of the friction of doing business in that you don't know what is actually required to get anything done. That said, I also do business outside of the U.S. and it is dramatically different trying to figure out how to get anything done in some countries and how much extralegal activity is necessary.
