Right now there is no legal way for the EU citizens to be connected to anyone else on the planet. That's the EU being idiots. They are only enforcing this against hated Big Tech companies right now. And these companies will likely eventually have a viable path forward as US-EU data relationships eventually create a framework. But the EU citizens have no way to connect with any other countries right now. The EU looks like ignorant asshats here.
