The law of gross tonnage is in fact derived from classical Newtonian physics. Can't remember if they're considered "working vessels" over a sailboat, which would make them the stand-on vessel based on maneuverability anyway, but it's just silly to get in their way in the same way that it's silly to dawdle across train tracks.
