Sadly in Australia, in just about every aspect of governmental departments I've encountered, there's either a directive from above, budgetary constraints or one or two near public management who push the opinion it's better not to spend money if it is possible to do so. As such glaring concerns by mere individuals are pushed away to the side lines since investigating the cause would consume their budget. It's an attitude that can infect what the rest of the immediate staff do as well. One might think if someone arrived at A&E with something pretty terrible there would be a thorough investigation ... unless it's something immediately obvious and apparent treatment should begin, more often I've found it's been more of framing how a script for headache tablets is suitable for the time being and go home.
I've had at least one unidentified zoonotic incident (for the fact the other person hiking with me drank the same water / however else we became infected and we both had roughly the same incubation time,) but fairly sure my chronic illness that knocked me down from 2006 to 2010 was also the result of some virus yet to be identified.
