This seems less like an inability and more like a deliberate feature. They probably have some VERY strong and repeated language in the initial prompt to ALWAYS be polite. The Copilot prompt that leaked was full of demands to be nice and not racist etc etc I don’t think it’s an inability to follow your instruction, it’s just that it’s already trying to follow an instruction
