There have been a few attempts at this. The first one I know of was called Third Voice. Each of them do not last long. In my opinion this is due to the lack of moderation and the exponential growth and need for moderation over time. The comment data has to be hosted by someone and it's a big responsibility. I think it would be interesting to find a way to prevent said system from being over-inundated by spam, links to malicious and illegal content and of course legal slander. Are you perhaps planning on having a voting and reporting system? Are comments anonymous or will accounts be required?
