Reagan (or , at least his advisors) was essentially following Moore’s Law in the SDI effort. He knew that computers were getting faster at an increasing rate and the Soviets couldn’t catch up. Same thing happened in the space race in the 1960’s where the Russians had to build huge rockets because they didn’t have the miniaturization capabilities of the US.
