the data doesn't exist because it can't. there are no independent variables. even a team of 1 relies on good management, getting assigned good work that is well specified, and thousands of other variables. maybe a super expensive unsupervised model could figure out how well one person with a ton of data on their working would work on a specific team that also has produced a lot of data on how they work, but that doesn't seem to happen so it's likely not more cost effective than letting people decide.
