"I understand the sentiment here, but low relative frequency for a risk with catastrophic consequences, e.g. your house flooding or a terrorist attack, isn't valid justification for not taking precautions." That is a completely valid justification for not taking precautions. The amount of money we spend towards fighting terrorism on all fronts could go MUCH further in other places, protecting far more people from the large variety of threats we all face.
