I flew through Kiev airport last week, and the metal detector was in front of the scanner... so if the detector beeps when you step through, you get told to halt in the scanner. If it doesn't beep, you walk through. No idea what would have happened if I'd tried to opt out, and the relative levels of their English and my Russian meant I didn't really feel like finding out.
