That means there are a lot of people living in climates they are not used to, so did not learn how to drive when it snows or that you need to change your tires during winter. I am not a meteorologist or climatologist, but I have read from multiple sources that the US has the most extreme weather in the world, including blizzards, "Nor'easters," and lake effect snow. These tend to dump a lot of snow all at once, making preparation more difficult.
