    It was in beta for a limited number of users exclusively in the US, but it certainly already existed before he took over.     You being unaware of history is not the same as that history not existing.

      It is if that history is called "community notes" and the idea of it is to widely disseminate facts on Twitter. If I never saw one as a daily user, they didn't exist, or didn't work.
