I guess there are two separate problems here: 1. The UX problem where connection problems aren't signalled properly 2. A single server bringing down the whole service (from that server's user's perspective) 1 should be easy to report and perhaps even fix. I don't know if 2 can be fixed with this decentralized design. Matrix in its current form is quite vulnerable to single server failures.
