When I saw this pop up on TikTok my initial reaction was there is a survivorship bias: we are only seeing the most absurd places. That being said, Manhattan has to be one of the prime examples as to why you should not be able to write a rental property off as a loss unless there is a complete catastrophe that isn't your fault. Many people are just sitting on their rentals refusing to renovate them or abide by rent control, then writing off them as a 'loss' on their taxes.
