How pointless would this legislation be anyway? Literally every YouTube video is advertising VPN services. I would guess that if you polled age 10-18 "do you know what a VPN is" easily more than half would say yes. It's not 2005 any more, this stuff isn't niche. They should refuse to do it on that basis alone. It's just unworkable. Restricting Wikipedia for the least educated but not for the most would be exactly the opposite of their mission.
