I had something similar happen to me just the other day. One of my websites was running slowly. I had run out of AWS CPU credits. Did some investigating and finally found the root cause. I had a background backup job that downloaded some resources and then zipped them up and stored them in s3. But I had changed servers, and the final step of the job on the new server was failing. So it just kept downloading resources, failing, and a short while later attempting again. I put in some new checks to notify me on failures.
