Nonsense. He just hand-waves this alleged "fact" into existence with no justification whatsoever, and build the rest of his case on it.
Now, one can argue that AI systems belong to the people who created them. One can also argue that those who created the training data should also have some ownership rights (this argument is of course going on right now).
However, neither of these makes AI systems any kind of "public good", in the same sense as a subway built by the government with tax dollars contributed by all citizens is a "public good".
