I read only the beginning but this appears very exaggerated. New York made up some specific laws about work scheduling and then is trying to fine chipotle for violating them. For example you have to pay someone extra if they have a closing shift one day and an opening one the next. Anyone who's worked a minimum wage job like this knows you're just happy to have the hours, and adding laws like this just means you get less. Except for a militant few, this doesn't result in better outcomes for workers. Maybe there's some more egregious stuff later.
