There's a phrase for this that I've heard used by architecture critics. "That building probably won an award." Who cares if there aren't enough elevators, or if the cooling system can't keep up with insolation, or if windows fall out or plumbing is always breaking down. That pretty glass box with the innovative lobby won an award! (And now we have to work in it...)
