Very unlikely to be a feint imo. Strategists are probably not going to make their decisions based on public information like this. They probably know where the Russians are weak. I don't know much about this stuff but I think this kind of thing would very rarely if ever be used as a stratagem. The appearance of in-fighting among the Russians is very harmful for their morale and if anything countries tend to exaggerate the degree of unity and coherence they have rather than do the opposite as a ruse. Therefore I'm inclined to assume that the actual level of contention between the various factions within Russia is worse than they're letting on, not better.
