The UK government is good at passing laws but terrible at enforcing / enacting them. They want to be able to rule by waving a new law and and signing cheques (as long as there isn't too much due diligence involved in the contract). The part of governing where you have to set up institutions that provide a service or material good for the voters is not their forte.
