People have been talking about this for decades, and there seems to be a story with the same discussion on HN every couple months. This is principally a question of just doing it. It's going to take an Elon Musk type to push forward with execution, which in turn is going to take enough demand for it to be interesting. It would be very cool to see it happen, but I doubt it's going to get to the top of anyone's priorities enough to really push for ot any time soon.
