  Yes, of course, the tickets should re-sellable. Naturally, you could ban poor people from reselling their ticket. On the grounds that 'we know better' than them that they really need their ticket, instead of the thousand dollar they could get for it on the secondary market. They'll probably just spend it on booze! /s
