Well, no. What distinguishes REST is that it uses HTTP verbs on resources. And then it talks about Fielding mostly-not-implemented stuff and . . . no. Just no. Before we've even gotten to the end of the para about coupling, it's clearly a bunch of crap. Which is too bad, because personally I think REST is garbage, but CRUD garbage meant to replace SOAP "what is that thing?" garbage.
