I don't think it's useful to frame it that way. The system isn't setup on merit and it won't be without massive overhaul. Besides, there's already a quota for applicants with US Masters degree.
Personally non-immigrants like myself just want people to stop gaming the system.
It would be fairly trivial to solve by removing the concurrent entries prior to selection and upon selection let the candidate choose which employer they wish to proceed with if there are multiple entries. This effectively neuters the benefit of concurrent filings with multiple employers whilst protecting legitimate candidates with multiple offers.
Unless I've overlooked something obvious...

To be honest, there are a lot of degrees that are aimed at people trying to use that quota [0]. Cash cows for universities... - ashconnor 3y agoLooks like Fragomen concurs with my solution: > “Running the H-1B lottery by individual instead of by employer preserves employment flexibility while ensuring an even playing field for everyone,” said Kevin Miner of Fragomen in an interview. “A worker with ten job offers would have the same chance of being selected as a worker with one job offer, and if selected, he or she could then choose which of the ten potential employers will file an H-1B petition for them.” > “If this change is made, it is important that the rules mandate that only one petition could be filed after the lottery selection, so only one H-1B number would be used,” said Miner. “However, it would be the worker who would have the freedom to choose their employer. This would be a fair and simple solution entirely consistent with the statute.” https://www.forbes.com/sites/stuartanderson/2023/05/01/immigration-service-likely-to-change-h-1b-visa-lottery/ https://www.forbes.com/sites/stuartanderson/2023/05/01/immig...
