A paperclip maximizer doesn't need to break any laws to turn the world into a paperclip factory. It just needs to (1) make a lot of money in the stock market and (2) use lobbying to get the laws changed so it can legally buy up all the world's land. After 20 years or so, humans will be unable to afford to continue to reside on their land, and will become homeless.
