Maybe every quarter (or some other time period) have a timeboxed story to search and destroy these papercuts. One variation would have the story opened and collecting papercuts over a period of time; then when it hits a certain number, the story gets bumped up in priority. I suspect too many of these papercuts might leave a door open that lets bugs in.
