  This is describing Remote Plasma Chemical Vapour Deposition without mentioning the name? RPCVD has been around since the late 70's. Bluglass (https://bluglass.com/ https://bluglass.com/) has spent the last decade developing this as a commercially viable process and can probably claim to be the leader in this space.
