Hmmm, I think generally those over age 12-13 can start on their own business and not suffer much from it. It's a lot of work to be a founder, but if you have ideas and aren't afraid of the occasional "No" and putting in a lot of time and effort, go ahead! At your current stage, the worst answer is a no, but that doesn't mean you still can't try asking elsewhere or trying to fund it yourself.
