Hmm $11B a lot of fabs does not buy. That is ball-park for a cutting edge production fab but likely they will want multiple smaller more R&D focussed fabs which could blow out the cost. The important gear doesn't really scale down to smaller output right now - assuming they want to be doing EUV and associated tooling. I imagine this needs to be coupled with some industry investment to come up with the full amount of funds because $11B isn't going to cut it.
