Not sure why you are focusing on busses here, they're just one option. Also we can do housing and transit improvements at the same time. I'll note I'm also not sure that "people involved in traffic planning" would be expected to have authority over housing, though maybe they should, provided that they have a mandate to not consider automobile traffic in any of their planning.
