  This article is interesting mostly because it describes a small company creating an automotive industry from scratch, not that the car is tiny (of which there are many - you are correct). For example, the article states that they were initially prevented from selling them because of the legal requirement for all cars to have import documentation - cars have never been built in Bolivia before!
