This article raises a good point, and AFAIK there's noone doing something like this on a large commercial scale. There are systems for mapping telephone numbers into DNS, like ENUM (http://en.wikipedia.org/wiki/ENUM http://en.wikipedia.org/wiki/ENUM), and e164.arpa. in DNS.
