The kidnapper's car, clothing, direction, location (as determined from multiple cameras along the route), and more can be used. In addition, if there is clear evidence of a crime, they could be required to get a warrant. At least that way a judge can determine if what is being done is arbitrary or has substantial justifications for going further.
