Exactly this. I self-host and blanket block a bunch of hosting providers because I get 100% spam from them. Just a few hosting providers that seemingly are unable to police their address space seem to be responsible for a big proportion of it. If sending outbound email it's important to use a provider that itself has a good reputation. Just trying to develop a reputation for your own range isn't sufficient if your supplier has a bad reputation.
