I don't expect that newspapers will suddenly decide to start doing in depth investigations into systemic failures of hydrologic systems. Nonetheless it's hard to develop nuanced perspectives on what needs changing without knowing what the current system does well and what it does poorly and why it is the way that it is.
If we're going to have sensible public policy we need to educate ourselves better so that we're not always just reacting to the immediate crisis, but actually developing policies that are workable.
