I do not know the CA situation, living in France coming from Italy, but... Honestly I do not consider my EV to be a long range vehicle, I use it as much as I can only for trip within the range of the battery. For longer trips I have a diesel car. Generally speaking I do not consider a fast charging network really possible on scale, for highways (or inter-state in USA too) the only possible and VERY HARD solution might be direct car powering like we have for trains.
