You can (mostly) avoid double counting without PII. Track the page view and store in local state that you tracked for this day and that's it. I opted out not mentioning the caveats but that's what the mostly is there for. Obviously you should not keep any other information with the page view events as to not be able to relate other events with the page view but it's definitely doable
