Let's say that was true and I am calling BS on it as I happen to consult in higher ED at an Ivy. Would it be a problem if it was true that someone with a phd and 3 or 4 years of additional research experience were to make the same salary as a newb undergrad? Note, where I consult, new 4 year grads get offers that often exceed the salary of their tenured professors.
