There is no court of law and presumption of innocence until proven guilty in this process. The Chinese government could absolutely ban Chinese companies from selling to companies closely affiliated with the US Government if they wanted to and I imagine there are some Chinese companies/products that are subject to export restrictions. Various governments around the world are enforcing different import/export/data rules to protect their citizens. These things are all 'fine' or at least understandable and well within the expected behaviour of sovereign nations.
