He has always set (intentionally?) low expectations regarding launches.

  Not for Falcon 1. He said he believes they have 90% chance of a successful launch. After that they had 3 failed launches and company almost went bankrupt.

    Good point. He probably learned his lesson (at least for launches) from that point on.
