Seemingly you cannot convert live to LUKS2; you'll need to unmount first. So that's a bit sad, and would probably make distro conversion a more complex. But I think maybe you can increase the number of PBKDF2 iterations? I heard at some point that the default in very old versions of cryptsetup, you'd always get 1000 iterations (which is very low), but nowadays, I think it's based on timing the CPU you're creating the volume on.

  Yes, it means you need a reboot at the very least, and initramfs integration.
