I've tried a couple of things, it seems OK with a basic approach but starts falling apart when you get close to 50 bits. A more interesting merge approach looks OK at 50 with some quick testing. What sort of scale do you mean when you talk about a working solution? Edit - stats may not be holding up the merge approach at 50. It's close, sometimes getting it right or being one out.
