I don't really know much about football (soccer) rules however many sports I've found seem built less on trying to play the sport within the spirit of the game in mind but rather to win. To win teams find themselves looking at the rules closely and deciding how they can manipulate that for their favor.
Baseball is a favorite of mine for this. Whether it's allowing pitchers to add something sticky enough to the ball to manipulate spin. Or the batter creating a really tight window trying to encourage the pitcher to hit them so they walk. Or the opposite which is pitchers deliberately walking good hitters.
Regardless I don't know exactly what they mean by time-wasting. However if it's making games last longer by avoiding play, then couldn't they give an extra ranking point if a team scores so much over the other within 30 minutes?
Of course that means less time to sell beer and snacks.
