In law this is often couched as ‘retribution’ vs ‘rehabilitation’. I’ve been out of law school for over a decade, but about ten years ago pretty much all the evidence was the retributive prisons/legal systems were awful (created more recidivists, were more expensive, had more conflict between staff and inmates, etc…).
