In terms of other life observing us broadcasting radio waves is rather small and limited. However consider the galaxy is much older than Earth. That conditions on Earth to support life is around the span of ~2 billion years. The galaxy is under 100k light-years across.
That's a fair bit of time for the possibility of some other life within our galaxy to detect atmospheric signs of life supporting chemicals on our planet and to send a probe to investigate.
I don't think it means aliens have visited or sent a probe but I think it is possible.
