Twitter WAS built as a public notification system both for individuals and organizations. Unclear to me why you insult WaPo for spelling out what Twitter's purpose was, and it was in fact used according to its purpose for many years. It's now a very different, degenerate beast, and institutions and eventually people will have to adapt and use something else. Twitter's dying. You may not see it, but it's no longer is a utility, it's Elon's fan club and then a very long tail of people who haven't found an alternative yet. This process may have started before Elon's takeover, but it was reversible. Now... it's not.
