One of the best interviews I have had did ask me to code but gave me a few snippets of code and asked me how I would improve them. Or asked which of several approaches I prefer and what the trade-offs are. IMHO reading and explaining arbitrary code is a strong signal for a good developer. Writing code under pressure is not.
