Where I live it's impossible to imagine not stopping for someone with their hood open on the side of the road, let alone if they were physically injured. Big snow days are so much fun, with everyone helping to dig and push each other out of big snow banks, grinning and laughing. Communities are made of people who look out for each other. If you put enough people together who don't, you've created something else entirely.
