you will be utterly downvoted for saying that for sure, but yeah, there is an extreme disconnect in what city people tend to vote, versus what they think will happen from it. Bills nearly always have obscenely misleading(the most favorable word in existence) naming, which is what the media plays in soundbites. The masses, mostly, but not only, left leaning people eat it up in as massive quantities as media can produce.
